The lazy way:
Found the two images on Google's advanced search (free to modify, share, etc.)
Used Pixler Express Online (it's FREE)
Added the jello image to the woman image
Enlarged the jello image to cover the woman image
Decreased opaqueness (increased transparency) of the jello image until I got the desired effect.
Easy, peasy.
