The lazy way:

  • Found the two images on Google's advanced search (free to modify, share, etc.)

  • Used Pixler Express Online (it's FREE)

  • Added the jello image to the woman image

  • Enlarged the jello image to cover the woman image

  • Decreased opaqueness (increased transparency) of the jello image until I got the desired effect.

Easy, peasy.
