Yeah, buying cards on the market for DEC is something that makes a lot of sense.
About the recharge I am not so sure, it sounds like it would be easily abusable. It kind of counters the point of the capture rate in the first place. You would earn DEC, loose ECR, spend some of your new DEC, earn more DEC and so on and so forth.
