So it just displays a a vote on steemit but doesn't really count as a real vote? Does this cost resource credits?
Yes it is counted as a vote, but with 0 weight and no way to effect payout. You can test resource credits by loading this page before and after voting on a post or comment that is 8+ days old: https://steemd.com/@niel96
