Sending TRX with MEMO requires 1 Additional TRX

So, I've started to implement the TRON-TO-STEEM swap tool as I mentioned earlier. And here is the approach I would take:

Users send TRX with memo (set to STEEM account) to the specified TRON address. And the conversion would then start to happen fairly soon. The steem would then be sent to the given steem account.

If no MEMO is given, the transaction will be ignored. It takes 1 TRX to set the memo.
