Nah, it just requires a vnc client, which does not require root. And yes. With one of my vnc clients two fingers slide up and down for scroll, though sometimes it reads a contract/expand two button zoom control, that probably can be disabled. There is regular touch mouse and trackpad emulation and you can disable it and only use the computer mouse or trackpad. Whichever suits you I guess.
