I agree with you on this. But, we need to somewhere ask ourselves that what is the reason behind it, why people don't engage at the first pace?
I see these reasons why people comments:
- Some people engage as they are looking for upvotes
- Some does it as they are genuinely interested in the content
- Some does it to motivate the author
- Some does it to increase the engagement
Can we make a useful comment, if we are not interested in the content?
I think, very few people comment on random posts.
People tend to comment when they are eagerly waiting for a post.
We can bring that attention/eagerness from:
Contests - Where people will be eager to see what other person has to write on that topic.
Top To Bottom ApproachActivities - Where audience are engaged and given the power to select. Bottom to Top Approach.
Asking and open ended question also increases the engagement
Only when audience wants it, they will.
Personal Opinion.
As a viewer, I commented on this post as it connected with me, not because I needed an upvote or someone else wants me to make comment. I genuinely found this post Intriguing ( the engagement part)

They are interesting points of view.
I almost always leave some question in the development of the post, to arouse a little curiosity.
I think questions are inspiring sources of thoughts, sowing doubts through questions leads the mind to search for answers.
