My conclusion is the +2 creates a scenario where you gain extra points for something outside the scope of the challenge. There is possibly some merit to either side, but this specific 98pt army manages to highlight the issue with equalizing morale to 100, so I have decided not to give a bonus for starting below max morale.

However, for exposing such a problem I have decided to grant you +2 arbitrary superposition points. These points exist in a quantum101 tutorial state that oscillates between +0/+2 infinitely fast such that neither is distinct from the other. If scoring were to be close enough that such a thing needed to be more accurately measured, it may even seem as if it were a coin toss.
