Licenses for venomous reptiles are also illegitimate. How did the state get the (imaginary) political "authority" to require and issue (or deny) licenses? They didn't get it legitimately, but just made it up out of thin air.
I not in favor of anyone-- especially governments-- having nuclear weapons. I don't trust states with nuclear weapons, either, but states have no imaginary political "authority" to forbid anyone else from making or having them.
To imagine states have any "authority" over anything is to fall for the lie that states are somehow legitimate and "superior" to individuals.
(I've had rattlesnakes and never asked for state permission.)
