I agree completely. I think that people need to reward quality even if it means their curation rewards are slightly lower. If people vote only to maximise their return then longer term the site will fail as the quality posts wont get the upvotes they need to encourage people to keep posting. Most of the posts are already of questionable quality, if they aren't actively curated for quality , then longer term Steemit just be a POS site for whales.

Exactly and minnows are better off putting their efforts into good comments to build their followers.
