He uses these accounts for:
Voting witnesses.
Flagging content which is not supported by main stream media
Flagging random accounts (usually small accounts) as a cover for his more earnest censorship work.
He takes great delight in tormenting the random small accounts and those who want to make the world a better place. Plus its a great cover for his real work of censorship and creating a dystopian future for the platform and the real world.

Steem has no mechanism of democratic consensus. It has stake weighting, referring only to financial stake, and no other metrics. Bernie is one of the original ninjaminers, has immense stake, and it is notable that in his flagwar with @fulltimegeek, who purchased his stake with fiat, FTG has been completely censored by Steemit, while Bernie remains flagging, posting, and self-voting at will. Many witnesses support his witness. I just found that my proxy was, and changed my proxy.
If you seek to effect some sanction, you need to consider the actual real mechanisms available to do so. Democracy doesn't exist on Steem. Financial stake is all there is.
He seems to have convergent interests with Stinc, as I note that HF21 will include a gift that seems intended to be for him particularly: the downvote pool, which will give him 25% of his VP in free flags. I wonder how he'll use that power?
Not really. I know exactly what he'll do: destroy onboarding, retention, and the possibility of the price of Steem rising by flagging everyone that he can, and particularly those that care about the pennies they won't earn from posts because of it. Bernies bots are the leading downvoting force on the blockchain, and together surpass @steemcleaners, or any other downvoting effort. Clearly that's the policy consensus witnesses and Stinc want to support, since Hard Fork 21 will make it possible for Bernie to fork us 25% harder.
The rhetoric in support of the downvote pool never mentioned Bernie, and claimed it would be used against bid bots, plagiarists, and spam. Well, there is a thing called the blockchain that reveals who has flown flags and why, but I never saw a comparison using that data as justification. The history of flags on Steem does not support those claims. My experience certainly contradicts them.
HF21 will do the opposite of what you propose, by increasing the flagging power of Bernie and decreasing the relative power of less substantially staked accounts to resist, or even survive, being flagged. Remember, we're also going to a semi-exponential rewards curve, which will further increase the power of large stake versus small stake, and that will include flags too.
It will also apply to witness votes, increasing the direct power of the ninjaminers over the witnesses.
Overall, the actual power of democratic consensus on Steem, already practically nonexistent, will be further reduced, and Bernie's flagging power will be dramatically increased, by HF21. It will be interesting to see how far Steem falls on CMC, and how low the price of Steem actually goes, after it is implemented. Without users, there is no bottom, no support level above zero, and we're already watching the market for Steem contract before EIP hits. The market is pricing HF21 in already.
Folks that care about their stake are acting now. Witnesses are powering down. Many large stakes that I am aware of are. If ya'll care about your money, you might give these things some thought and exercise due prudential diligence as appropriate.
