YouTube New Monetization Requirements
As you can see you now need 4000 hours of view time (in the past 12 months) and 1000 subscribers to get reviewed for adsense monetization.
Google didn't stop here only but it just got worse.
If you have a monetized channel that doesn't meet the current 4000 hours of view time and 1000 subs, then your channel will be demonetized in 30 days.
