Most countries even started giving out internet for free, I don't know what happened to that trend suddenly, never heard of it again.
Internet is as basic as food and education now a days, it should be provided to every one no matter which place they live in
They can not complain of it, its their job to give the best of the services to the users no matter what the number. Internet is a basic need and should be treated accordingly
