Witness Update

My witness server has been updated to 0.19.6, could restart it without replay and everything is running smoothly.

A special thx to @someguy123 who updated the default steem-docker version which helps us with the smooth update.

I use the pricefeed script from @yabapmatt which is stable as a rock. So also my thx to him.
