Proposal Progress: Ubuntu20.04 Hangs

Progress Update

Clearly something isn't right. I have just changed the base image from ubuntu 18.04 to ubuntu24.04 and it hangs here for more than 10 hours.

This is the second attempt. I ctrl+c and re-built it when it was hanging for 2 hours.
