Yes steemit needs more upvotes for good posts and comments. This helps everyone. Secondly, whales have a lot of voting power so they can even chose to vote with less % to save their voting power, while still givin a vote of significant value.

Yes that is what I meant, that whales can vote with lower vote weight to preserve their voting power.
