I don't understand that..
I don't even understand the usage of bots..
I think it undermines the value of steemit.
It completely contradicts what steemit is supposed to represent

What don't you understand? If there's demand for a service then people will provide it. Abuse of these 'bots' is bad for Steemit

Shouldn't the whales of steemit take action and flag the shit out of them

While I agree with your views on the lack of control of the reward pool on steemit. This was recognised and explained in detail in the white paper.
