That's Walter Trump in 1958.
Here's a synopsis Season 1, Episode 30 of the TV show Trackdown, aired on CBS in 1958
Walter Trump, a confidence man, puts on a long robe and holds a tent meeting in the town of Talpa. He tells the townspeople that a cosmic explosion will rain fire on the town and that he is the only one that can save them from death. Ranger Hoby Gilman attempts to prove Trump is a fraud.

Walter Trump's a smooth talker, easily offended, threatens to sue people, and tells "big lies that makes everyone kids again". The lies make people "run like sheeps towards the slaughterhouse", waiting for "the high priest of fraud".
And of course, he claims to build a wall to save the world.
Trump: I am the only one. Trust me. I can build a wall around your homes that nothing can penetrate.

That's kind of funny. Seems the coming of Trump was foretold in various places, including The Simpsons
