As good-karma said months ago, they will be working on video upload in future updates.
The app is still in beta and many features are not implemented yet.
Adding a button to take a short video could be a good idea although, in my opinion, eSteem is more a blog app than a snapchat-like app. But they could create something like WhatsApp states or Facebook/Instagram histories, the only problem with this is that it won't be completely "deleted/removed" after 24 hours since it will be storage on the blockchain. They could just hide it on the app, though.
I believe that the feature allowing AR modifications, filters on-the-fly on photo and video uploads won't be easy to implement and/or won't be implemented at all. Keep in mind that the eSteem team is not big, they are just a few people.
The repository should be esteemapp/esteem-mobile, change it, please :)
