The ice wall is all year round as far as I know. :) When we went there, it was summer and the ice wall wasn't showing any sign of melting down. So I could say that it is true. :)
The bus took about 1~2 hrs, I don't remember exact time how long It took.

And about the bus, as far as I remember, when you buy the tickets it's all included,
The cable car(it's not in the posting, but we took one on the way up there.), and the bus.
I went there in summer of 2016, so it could be little different from now.
