I know some places expect you to book a flight and hotel before applying. Most people just book a 24 hour hold get the confirmation and cancel the next day and some hotels offer free bookings and cancellations so it’s really a flawed system. If you really do it the proper way and book a flight and hotel and they deny your visa you end up loosing all your money.
