A person won't change if they get too much secondary gain. Secondary gains of doing Drugs may include some of the following: avoidance (from responsibilities), sympathy, low expectations from others, money (when dealing), acceptance (from others doing drugs), going to rehab over and over, etc.

Sometimes they just aren't ready to stop.
