'Copy that' is from watching spy/intelligence movies. Someone gives a direction/update and the other acknowledges receipt with copy that.
'cap' is captain. Over here in Nigeria, we do a lot of hailing. Captain, boss, chairman, baba, bros, etc.. There's nothing to it though.
