First I want to say that steemcurator01 and the whole team do an incredibly great job for the whole community.
What has gone wrong is that many now expect to be rewarded by @steemcurator01 and from the other steemcurators.
As you highlight in your post, it is now very important that everyone in society understands that they should not ask for rewards, it is a wrong attitude. Our society cannot be built on the fact that rewards are expected from the steem curators and that those who receive those rewards sell steem on the stock exchange as soon as they receive it from their powerdown.
Unfortunately, today there are far too many who constantly take out their steem through powerdown. They will never be able to build this society and reward others, they will only reward themselves.
Even if there is not much steem from each one that is sold each week, it will affect the price of steem when you add up the number from those who sell. And one of the reasons why the price of steem goes down is that they are willing to sell at a low price. I follow the stock market a lot and see that those with low sales orders constantly fall below the price to get sold first.
We need to keep in mind that all future steem comes from our rewards pool and that we take care of our rewards and use it wisely.
To build this community, we need people who are willing to build their Steem Power to reward others who have good posts and we make everyone new understand how important it is for the future.
A Community Curation Trail account for the Venezuelan community is a good idea. But there are many considerations that must be taken. Who should manage such an account, how many people can get an upvote every day and how big should the% in upvote be. Will everyone who joins the Trail account expect to receive rewards every day? Rules for that must be completely clear so that everyone understands what they are involved in.
And as you say, those who join the Curation Trail account should have a 100% power up so that they can strengthen the Curation Trail to the Venezuelan community.

The @steemcurator accounts, particularly 01 and 02, were put in place to provide a short-term 'economic stimulus package' to help the community through a difficult transition period.
We are very conscious of the impact and consequences of having these large curation accounts.
For the Steem economy to grow and prosper we are looking towards a situation where the community builds up its Steem Power to a point where it again takes on the major curation roles on the platform.
Perpetuating a dependency on large centralized Steemit curation stakes will not be so good in the long term.
We are very happy to see the initiatives being taken now in many countries to begin to build their country curation accounts with delegations from their community members.
India (@neerajkr03 @rishabh99946 @sapwood), Indonesia (@anroja @ernaerningsih @nazarul @radjasalman), Bangladesh (@rex-sumon @tarpan @toufiq777) and Sri Lanka (@randulakoralage @besticofinder) are four countries with different economic situations who are making good progress in establishing their country curation accounts.
We are already giving enhanced support to these new country curation accounts and we are looking to continue these further.

@adeljose - we would recommend you and the other Venezuelan Country Representatives look at the models being used in these countries. The Reps there will be happy to give advice.
As a starting point it might be useful to do an audit of the 200 or so active Venezuelan Steemians to find out how much Steem Power they have, and how they are using it.
Also look at how many are powering down, or delegating already to other places.
This sort of information will help you decide on the best option for the Venezuelan community.
For reference, our preferred route is a country community account with community members delegating to it.
Whatever route you take you will also need to establish a robust and transparent governance system which the participating community will fully support.
Because of the large numbers of active Steemians in Venezuela we are looking at options to appoint further Country Representatives to assist with visiting, commenting and voting on all posts.

I completely understand your point of view, wanting us to be independent is an unavoidable necessity, which everyone should be clear about.
I think that it is more complicated to work an account by delegation since there you would have to generate a kind of settlement when one or more users wanted to stop contributing. On the other hand, an account that works on the basis of Trail will not depend on the oxen of another, since it will only be the guide of the other accounts.
The rewards generated from this community account can be used exclusively for SteemPower, as well as to promote events, or create a kind of weekly reward for the most outstanding or those who generate more movement, another option is that the account is rotated each month where it conforms to a team of 5 people who will always be present at least one official representative, and at the end of each month the rewards in Steem or SBD are distributed among those who operated the account for that month, and thus avoid doing Powerdown as it is doing bestofindia
I think the main idea is to gather as you say, the mass of SteemPower watered among the Venezuelan accounts.
I hope I am doing my job well as a representative, I like to be useful to the cause I defend, the success that the friend @leveuf had with the #Knitrias-Project initiative and the strength that the friend @xpilar has formed is more than enough to be sure that this is the best option.
In fact, you "if you wish", with only adding 0.5% you could directly provide support to the trail without having to delegate absolutely nothing.

Semoga semakin banyak ide-ide kreatif dilakukan komunitas untuk mendukung steemian secara mandiri. The observations shown are very important, on the one hand I can say that the bonanza of high votes was becoming a habit, I think that is where the problem lies, many users have integrated without knowing in depth as is the ideal behavior of our accounts on the platform which has resulted in many do Power Down without being aware of it.
I am sure that among the Venezuelan users there is a lot of talent and desire to grow in the platform, excellent contents can be seen through their publications.
There is a team willing to support with this account, which we will be analyzing its operability according to the SPs we can gather among those who will integrate to the trail.
We must be creative as we have been in our daily lives, keep moving forward despite the adversities. We have no other option but to generate our own well-being.
