In 2012, the state of Oregon overhauled its administrative rules regarding tattooing. This video reviews these updated regulations and notes some effective practices that can help keep your shop clean and you your staff and clients free of infection. Please note that this video does not cover all rules pertaining to tattoo services. Each licensee is responsible for knowing and complying with all health licensing office and board of electrologists and body art practitioners rules including those not covered standards set by the health licensing office and the Board of electrologist and body art practitioners dictate that all license holders are responsible for the cleanliness of common areas in their licensed facility licensed tattoo artists and facility owners must use and maintain appropriate equipment for providing tattoo services and follow the manufacturer’s instructions, not use equipment and instruments prohibited by the HLO or the Food and Drug Administration, adhere to all Centers for Disease Control and Prevention standard precautions disinfect all surfaces where services are performed with high level disinfectant solution at the appropriate strength that is easily available when the shop is open bleach wipes and other general cleaners are not high level look for a cleaner registered with the EPA labeled tuberculosis I’ll store chemicals in labeled closed containers use gloves when handling any instruments that come into contact with clients skin use disposable paper products single-use needles and protective gloves for each client use of towels and linens is prohibited have unrestricted access to a sink with hot and cold running water on or adjacent to facility premises but separate from a restroom any bathroom facilities must at all times be clean and in good working condition after the tattoo dispose of all waste in a covered container with a garbage liner in the service area any waste containing blood or other potentially infectious materials should be enclosed in a glove or bag and disposed of in the covered container with a garbage liner this means such waste will be double bagged this must occur immediately after the service dispose of all sharp objects that come into contact with blood or bodily fluids in a sharps container keep pets and other animals out of the facility except certified service animals fish in aquariums and non poisonous reptiles in terrariums ensure that biohazard labels or Red biohazard bags are available at the facility client records must be kept and must be legible it is recommended that you have your client complete the required form when they arrive before must include name address phone number and date of birth each service date and the location of the tattoo tattoo artists name and license number instructions or notations about the client’s medical or skin conditions complete list of the clients sensitivities to medicines and topical solutions history of a client’s bleeding disorder description of any complications during the tattoo procedure signature of the client that he or she has received the following both written and verbally all information related to the tattoo service including possible reactions side effects and potential complications consent to obtain the tattoo service aftercare instructions including possible side effects and complications and restrictions client record must also include a photocopy of the appropriate state federal or government issued ID examples of acceptable photo IDs include Oregon or other state or district of columbia’s driver’s license instruction permit or identification card US passport or passport card US military identification card tribal ID card or an Oregon concealed weapon permit or concealed handgun license client records must be maintained on the facility premises and available to a cello for three years after the service if records are maintained by the facility the artist must be given copies upon request any employees who carry out duties with a cello requirements such as filling out client records should be properly trained on the state’s rules and regulations two of the newer Oregon administrative rules regarding tattooing involve cross-contamination all substances must be dispensed from containers in a manner to prevent contamination of the unused portion single-use tubes or containers and applicators shall be discarded following the service translation when filling ink cups or dispensing water from a squeeze bottle keep the end of the container far enough away from the products to avoid respiration of liquid and germs back into the bottle cross contaminating from touch or air particulates in any procedure area which comes in direct contact with client is prohibited to help achieve this it is recommended that tattoo artists wear clothing or barriers that minimize cross-contamination wearing a disposable apron or changing out of your street clothes into clean ones before proceeding with any procedure can help also it is recommended that artists avoid wearing the same apron for each client artists are required to wear goggles shields or a mask if splattering is possible while providing services a tattoo artist must wash hands thoroughly in warm running water with liquid soap using friction on all surfaces of the hands and wrists rinse and then dry hands with a clean disposable paper towel alternatively an artist could use antibacterial hand sanitizer by using friction on all surfaces of hands and wrists here’s an example of proper gloving technique to keep the artist safe and prevent cross-contamination with clean hands grab the cuff of one glove and put it on the hand you hold your machine with using the gloved hand grab the second glove and put it on your other hand this keeps the glove that touches the client skin cleaner a minimum of three pairs of disposable gloves one for each stage must be used during the tattoo procedure including setup and skin prep the tattoo and teardown and cleaning between clients gloves must not be warned if they are damaged and jewelry must not be worn under gloves once removed gloves must be disposed of immediately in the service area and hands must be washed as demonstrated earlier before putting on new gloves upon your return to disinfect your space for service spray or wipe down your station following the time requirements of the particular high level disinfectant being used all surfaces and exposed areas and equipment that may come in contact with client any splatter or possible contaminated air flow must be covered with a non-porous barrier translation this means covering the client chair massage table and armrest with a barrier as well as bagging bottles clip cords and machines before beginning to prep your tray wash and dry your hands and put on new gloves place your tray barrier gather your tools and set up your machines including bagging the machines it is recommended that you change gloves before grabbing ink caps and filling them to avoid cross-contamination it is recommended that you check expiration dates on ink and be mindful of the distance between bottle and ink cups when filling dilute your ink using distilled water from a new sealed bottle or medical grade surgical water these are also the safest choices for filling wash bottles and diluting soap it is best to dispense enough ink for the entire procedure during setup but if you do need more ink consider changing gloves and fill a new cap in a clean area away from the service tray to avoid cross-contamination do not touch ink bottles with contaminated gloves clean the tattoo area on the client with antiseptic solution and maintain proper distance with using the wash bottle to avoid respiration of germs to avoid cross-contamination shave the region using only a single use razor if you use deodorant or a store-bought product to adhere a stencil to the skin avoid cross-contamination by applying the product with a paper towel to prevent direct contact between the applicator and your clients skin during the procedure follow these instructions to avoid cross-contamination do not touch any soiled surfaces or objects such as phones or street clothes with your gloves or forearms when taking a break during a tattoo session properly clean up and wrap the design area to prevent cross-contamination and dispose of your gloves re wash your hands after the break and put on new gloves when returning to the service area replace any non-porous barriers that may have become contaminated after the completion of the tattoo cleanse the skin excluding around the eyes with a sanitary single-use paper product saturated in antiseptic it is suggested that the skin be cleansed away from the tattoo in to out a clean covering must be placed over the design area and adhered to the skin if the clean covering is not an impenetrable barrier that prevents the spread of bodily fluids then an absorbent material must be incorporated into the covering one choice is a medical grade bandage to avoid cross-contamination change out of procedure clothing or dispose of the personal protective barriers used for each client’s give your client verbal and written aftercare instructions if you have not done so already it is best practice that you revisit any questions or concerns and tell the client to call with any questions about healing or other issues cleanup of your workstation is critical because it is the time when the most potentially harmful germs and contaminants are present the process demands attention to detail put needles in a designated sharps container labeled with the biohazard symbol gather all waste materials double bagged any material with bodily fluids and place in a covered trash can in service area it is very important that your non sterilized reusable instruments be properly cleaned after use here are the approved steps for sanitizing your equipment new gloves must be worn during the sterilization procedure it is recommended that you again wash your hands before donning new gloves place instruments in an ultrasonic cleaner filled with appropriate enzymatic ultrasonic solution it is recommended that you rinse all instruments and open all hinges on the instruments before placing them in the cleaner cover the cleaner while operating in accordance to manufacturer’s instructions between 40 to 60 kilohertz new gloves must be worn during the cleanup and disinfection process change gloves before cleaning and sterilizing any instruments then break down your machines and clean every surface in your work area top to bottom with a high level disinfectant clean all surfaces following the manufacturer’s instructions including allowing cleaning solutions to sit for the required time noted on the instructions on the cleaner label after removing the gloves worn while disinfecting the service area you must wash your hands yet again brush or swab any remaining foreign matter and rinse with warm water and appropriate detergent rinse instruments with warm water then air dry them individually packaged them in properly dated sterilization pouches equipped with individual chemical indicator strips all individually packaged reusable instruments must be sterilized by a steam or chemical autoclave sterilizer registered and listed with the FDA a steam sterilization integrator must be used to monitor conditions for each cycle and must indicate the date of the cycle results for each cycle must be recorded in a logbook and steam sterilization integrators must be kept for at least 60 days after sterilization individually packaged sterilized instruments must be stored in a dry disinfected closed cabinet or covered container translation do not store bagged sterilized instruments in the same drawer as unpack and labeled instruments to ensure that all microorganisms have been destroyed and that sterilization has been achieved spore tests must be done at least once a month an independent laboratory verifies these results the ultrasonic unit and autoclave must be used cleaned and maintained according to manufacturer’s instructions these instructions must be kept on file at the facility sterilization pouches with indicator strips steam sterilization integrators and spore test results must be available to a cello inspectors spore test results must be kept at facility premises for at least two years sterilized instruments may not be used if the package has been breached stained is wet or is expired instruments are deemed sterile if stored correctly for one year after sterilization in uncompromised packaging sterile instruments must be left closed in their pouches until just before the service if a biological spore test returns positive discontinue the use of the sterilizer or autoclave until it has been serviced and a new negative spore test has been recorded sterilize all instruments again that were done between the receipt of the most recent negative spore test and the positive test the licensee or facility must contact in writing all clients who may have received services using instruments not verified by a spore test during this timeframe remember that tattooing is prohibited on a minor unless prescribed or authorized by a physician on a person who shows signs of intravenous drug use or intoxication on a person incapacitated by alcohol or drugs or on a person with skin irritation or disease in the area of the procedure licensees may preemptively contact physicians regarding medical information and advice for the client and licensee the advice must then be documented in the client’s record following
