If you look closely you will see that his underwear has ripped and junk is hanging out. The creature is clearly a cat that is trying to attack them with his claws. He is about 6 inches away from getting them too!
Good observation, that may be the case in the particular card shown here.
But in many decks - particularly in the Rider-Waite tradition - a dog is shown, and the genitals are not ;)
