Personalised CO2 - quota

I want to share with you one of my recent ideas for what blockchain can be use to. What if every citicen in a country, or in the world would obtain their equal share of allowed CO2 emissions every year. If you for instance will take a flight overseas you would have to pay CO2 "tokens" to the air shuttle company equal to your emissions. The air shuttle company will in turn pay their supplier of consumables (oil for instance) in order to make the flight happen. This goes all the way to the raw-material supplier, which pays their CO2 tokens to a found, which in turn allows them to extract the resources from the planet. The system could also be limited to one country, but the imports would have to be cleared and "taxed" in a custums system. This way the CO2 tokens will circulate just like money.

There is two problems I would like to solve with this idea. This would be a form of "citizen wage" system. The CO2 tokens could be traded in a marketplace, giving you a chance to earn money out of the received tokens. Also if you consume a lot you would have to buy these tokens, which would redistribute wealth. The second goal would be the obvoius goal to be able to control the CO2 emissions and steer them down over time.
