What is hanging there in the trees? - Sun Thursday

I was walking at Schwerin Castle and enjoyed the late sun in October.
Then I discovered "these things" in the trees. I have no idea why that hang. It looks as if they were made of plastic waste.
May be that it is a work of art, it can also be a protest against environmental pollution
