Which states in Germany will have reintroduced tuition fees in Germany by 2018?
State: Baden-Würrtemberg has already introduced and other states are formulating the laws.

As of the winter semester 2017/18, international students who are not citizens of an EU/EEA country and who are taking up or switching to a Bachelor's, a consecutive Master’s or a state examination study program have to pay tuition fees of EUR 1,500.00 per semester. Students who are taking up a second or further Bachelor's study program or a second or further consecutive Master's study program after they acquired a higher education degree in the Federal Republic of Germany, have to pay tuition fees of EUR 650 per semester from the winter semester 2017/18 onwards. Additionally, they have to pay the semester fees, which currently amount to EUR 175.60.
Personally, I came to Uni Stuttgart because there were no fees and thus I could afford the higher education. But, now it is difficult for the students like us to pursue higher education.
