Rodents gnawing at wires is one of the faults very apparent in places where the power supply is not available all the time plus enclosure having space big enough for a rodent to climb in and do some damages.
Thats why its is important to check the enclosure periodically. Infact sometimes power supply may be therein but because of lack of maintenance the rodent come visiting and it may lead to bridging of phases which can cause electrical fire.
You are absolutely correct on proper enclosure of electric panels where there's presence of live circuits.
