Since day one, just they had a beta where they gave you all the cards for testing purposes.
But I already played it without the starter pack O.O I even have a rating.

That was during beta where everyone had all cards.
I wasn't in the beta. :C I never had all the cards. I had to buy my cards to play. I own like 16 cards at the moment with which I played some games a few days ago when SM was released to the public.
