You're right to be infuriated. There should be nothing prohibiting anyone reposting his own material. A comment accusing you of plagiarizing is certainly one which can be the grounds for a case of slander or something similar.
On the tag issue it would be great if all tags actually meant something about the content of the post. But since that rule has been flouted for ages with teamthisorthat or circlejerkly tags abounding like nobody's business, no one should really object to any tags anymore afaic
