Teachers are a key element in improving the quality of education. If teachers have low competence, then the quality of education will be low as well. Not surprisingly, many developed countries are very concerned about the quality of teachers. In fact they are willing to invest a lot of budgets for improving teacher competence in order to increase the quality of education. If necessary they send the teachers to other countries to be educated to be professional teachers. Not only that, the welfare of teachers is also very concerned. Teachers' income in the developed world is one of the most highly profitable profession.

Then what about Indonesia? Indonesia still considers the teaching profession is not very important. The proof of teachers' welfare is still very low. Many areas do not provide additional income for teachers on the grounds that they have received professional allowances. Though not all teachers get the professional allowance. Worse yet, the terms of disbursement of professional allowances are very heavy. Training for teachers is also very small. Under such conditions, how might the quality of education increase?

Some schools take initiatives to improve teacher competence through school-funded training. One way is to use peer tutor. Peer tutor is one of the teachers who excel and have more competence than other teachers. The teacher is asked to train other teachers with the knowledge they have. This condition is utilized by schools considering very little teacher training made by the government. With minimal school budgets, the peer tutoring is a concrete and reasonable step to improve teacher competence.

One school that utilizes peer tutors in improving teacher competence is SMAN 7 Lhokseumawe. This school requested the writer's willingness to become a peer tutor. In this case the authors are asked to train teachers in making learning planning in accordance with government regulations. The activity took place in the computer laboratory of SMAN 7 Lhokseumawe for 5 days.

The program that the authors show in the teacher training is how to prepare an innovative and creative learning plan. This is important for the implementation of learning to be more creative and innovative as well. Initially they are trained how to formulate indicators of achievement of competencies derived from basic competencies. Furthermore, they are also trained how to formulate learning objectives to fit the basic competencies and competency standards of graduates.

In order for the learning to be fun, teachers are also trained how to choose the methods and learning models that match the characteristics of learning materials that are taught. To achieve this, the teacher must first create a conceptual analysis so that it can be seen how the concept and what models and methods are appropriate. They are also trained to determine the issues that have high order test skill level.

The last day of the training, teachers are asked to present their work. Peer tutors with other teachers provide feedback and feedback. These responses and inputs are very useful for the perfection of teacher-arranged learning planning. The result of the training using peer tutors was able to improve the competence of teachers in planning the learning. Thus, the learning process is expected to be more qualified so as to improve the quality of education.
