I have a question for all steemians

I have a question, it might sound dumb and foolish but he who never asks, never knows!

So I dont care if you laugh at me.. But I'm gonna ask anyway...
The question goes thus:

Steemit is a kind decentralized social media right? When we say something is decentralized meaning there is no central authority or any trust bodies commanding you on what to do and when to do it.. So why then do posts get flagged? Why do people get flagged on plagiarized contents? Why are their bots to detect those kind of contents, if it's actually decentralized (freedom to post).

Unlike facebook and other social media, you don't get flagged for copied contents, the only thing is you don't get rewarded..

So technically, steemit you get paid (yes, for genuine contents), while facebook you don't get paid (genuine or fake).. Now what then happens to those that can't write genuine stuffs??.. The question looks like multiple but my main question is if steemit is actually decentralized, then why do posts get flagged, why are there those central authorities that punish people for some kind of contents??

Sounds like facebook actually gives more freedom than it (the rewards aside).
