I guess each whale decides what sort of content they want to promote. They may be acting to maximise income, but they have the power to control what sort of site Steemit becomes. There is a lot of good content here and I've not seen this much original fiction elsewhere.

I notice a lot of the valuable posts have few, if any comments, so it looks like 'drive-by' votes. Could even be bots.
