So, how might the community discourage cheap or useless posts? Reputation limits? Checks? Captchas?

Will it be a matter of success and the spammers will leave when their methods fail? Will they always just be replaced by new users chasing free steem nickles?

Personally, I think a follow for a follow makes the whole steemit sheep.
