I think it's related to the balance of this community STEEMIT
and the price fluctuation of the cryptocurrency STEEM the more STEEM price is up the more the upvotes are powerful and vice versa !

    Thanks for taking your time to help me with the answer. So does it mean that since the introduction of hardfork 19, the price of steem went down and never recovered?

      Well I m not really sure about that, but the price is always fluctuating and personally I think it s going to surge up again !!
