It seems to me that all these problems started when they made it possible to delegate steem. When you couldn't delegate, the whales had to take responsibilty themselves for what was upvoted (so they followed curation streams or followed well known curators or did the curation themselves). Once you delegate it's out of your control what the steempower is used for.
