This is not the first time I see this, replies getting 17 or more upvotes as soon as the author sends them.

Is this normal ? I am just so confused by this site sometimes.

Some people have some swarm of bots. Yes this is normal.

The author might have a lot of STEEM Power which gives them greater influence and clout right away.
