How does Steem Power work?

Still trying to understand Steem Power what do i have to do to get Steem power,Should i always keep my balance $0.00 I was reading that if your new keep it at $0.00,Trying to understand what everything means in my account.

What is the most important thing about my account?My account value keeps changing but i have no idea what is making it change.

    I am also new but I do know the reason the value is changing is b/c of the value of steem.
