When a resource is free then there is little thought to over use.
When the cost of a doctor visit is free then very likely there is a lot of people with really minor issue that otherwise don't really need to see the doctor making the wait longer for the needy.
That is not however my main point. The important thing is this is going to open the gate for the TROLLS!
Not sure what you mean. Downvoting as it stands right now is not FREE. You have to own SteemPower to downvote, which inturn uses your Resource Credits.
