Despite it's success, what's the main thing holding Steem/Steemit back?

The Steemit platform is mostly a mess. Its basically impossible for a new user to find content that is interesting for them. It would benefit hugely from some kind of manual curation. 99% of stuff is not worth reading for anybody, let alone upvoting.
The system is gamed by large accounts, either deliberately or by accident. Big accounts are usually big accounts because they've been around the longest, not because they post anything especially useful or interesting. Everyone piles on with upvotes whenever they post hoping to get a slice of the reward.
Being able to buy votes should not be possible. It further entrenches all the problems described above.
How can there still be no mobile app?
