As time has passed, I learned that available bandwidth is also related to the general activity on the blockchain. The higher the activity the lower the limit of bandwidth everyone has. When activity is low, the limit goes higher for everyone.

This is mostly important for under-powered accounts (less than 25-30 Steem Power) or extremely active accounts.
