Create an account, delegate MASSIVE amounts of steem power to it
Then when a rouge whale flags a minnow...or anyone else.
Check with Cheetah.
If the minnow has NOT been plagiarizing.
Flag the abusing whale to oblivion.
A community response.
Dev action not required.
i agree with you, some whales now use their powers to bully those they don't like
