Its only burning SteemDollars. thats what happens to promoted posts. if you use sd to promote a post, then those SD get burned. they did that so no one person can get rich off of the promoted. It's weird , yet makes perfect sense.

Nope not a scam, its right there on the blockchain. you can see the sd in the null account will not move, it just stays there till they burn it.

Everything is visible on the blockchain, and the null account has no keys and no way to recover funds.
