What is Stingy? It's just a way to measure who is flagging a certain way. Tokens are issued when certain posts reach the 7th day of age. The Stingy Oracle evaluates the value of these zero-payout posts and if they have enough flags to counter their upvotes, the accounts that flag get STINGY.
You can only earn STINGY if you opt-in. I did this primarily because I didn't want to send tokens to people who didn't expect them.
