I believe that Justin Sun of Tron is currently consolidating and buying as much steem as possible so he can reinstate his witnesses to the top 20 positions and take full control of the steem blockchain.

At the same time playing the negotiation game with the community elected witness to buy more time to enable his team to prepare for the next HF.
