Pretty sure anyone with less than roughly 1,500 steempower cannot effect $ gain on themselves. i.e, upvote themselves at 100% at full vote power and earn atleast .01 from it.

So if they have less than that and/or SBD that will equal less than that per a power up - then they seem a likely candidate for this initiative. However, not my post, not my rules.
