I wonder about the mechanics of how this will be done. If the current tags of #gardening or #football or #canada evolve into gardening and football and canada Communities, how will it be decided who gets to moderate those communities? Stake-based voting based on SP? Stake-based voting based on SMT’s for the specific Communities? Some other system?
Anyone will be able to create a community. If you create one, people can join if they're interested in the discussions in it.
The owner of the community gets to pick who the moderators are.
So if anyone can do it, does that mean that the rights to a specifically named community that is potentially extremely popular would be on a first-come, first-served basis?
The accounts will use NCIs (Numerical Community Identifiers) where the community account will be named, for example
hive-10001
.The community's display name will be an attribute set in settings. That's where the name will be set.

That is a good question and possibly. I foresee some creative names if the basic ones get snatched up quickly. Stuff like the krypt0 community... etc.
