The problem with the bought target votes is that the value of the purchase goes to vote sellers who are indifferent to the content itself which means it might not have any value to anyone whatsoever. Their purchasing price even if it gets powered up goes to vote sellers who will sell it continually back indifferently while continually increasing their draw on the pool.
